I have installed many "above the range" microwaves in the past and it would be impossible to mount the bracket that holds the microwave, and connect the microwave to the cabinet above it, without an outlet inside the cabinet. There are some "unconventional ways" to run the electric to the cabinet, but I would just install an outlet.
