Yes, it can. A bracket goes to the wall behind it (included with the microwave), and two bolts get screwed into the top through the cabinet floor above the microwave. It does NOT have to vent outside, so you'd just have to set it up for recirculation/ventless when you install it. Doing this is simple and is explained pretty clearly in the manual. This is the set up I used in our kitchen, although it does happen to be above a stovetop. Would there be issues later? Well, you'd have two holes in the base of the cabinet above it (which you'd never see when the cabinet doors are closed). If you uninstalled it later, you'd have a couple holes in the wall where you installed the back mounting bracket behind the microwave, perhaps easily patchable depending on your wall material.
