You can use the micro SD IN a laptop, but not as one. A micro SD card does not have a screen, or ports to connect external input devices etc. A micro SD card is exclusively used as a storage device, it can be used with a laptop for expanded external storage, but it cannot be used to replace a laptop. Even if you flashed a bootable OS (like linux) onto the micro SD card, it still lacks the hardware necessary to function as a computer, but you could use a micro SD flashed with linux to boot any random computer you find into your OS with your files.
