“Just installed the water line. Is the arm suppose to come down to get the ice started. Nothing really exciting happening. Guess we thought that we would hear the water go into the ice trays at least. We did turn the ice button.”

Yes. The arm should be in the down position. As the ice tray fills, the arm raises until the tray is filled. If the arm is raised all the way, water will not fill the ice trays.
