Is the 'delicates' setting the same as hand wash? null

Yes. Unless the cloths is extremely dirty or has a lot of hard stains.

No it’s not. When it’s on hand wash, the drum doesn’t rotate all the way around at all. On delicates it does but only a few times. Setting really work great on this machine.
