“Can I use the top oven without using the bottom oven? All the tables I see, show a temperature above zero for the bottom oven when determining how to set the top oven temp.”

Yes. I do this all the time. It’s why I love this design. The main difference is the top oven is convection only whereas on the bottom you have a choice between convection or not. The bottom will get warm, though. I’ve never tested the temperature of the bottom while the top is on.
