I have not experienced this. I have experienced the upper in operation increases the resting temp of the lower meaning that 400 on top will cause the lower to raise to between 180 and 210 if it is off. However that is expected because it is still one oven with two chambers vs two separate ovens.

There are some limitations to the differences in temperatures you can use when using both oven simultaneously.
