Does this TV come with the Smart Touch Remote (like the picture attached) ? It doesn't seem like it does. If not, why did Samsung not include it? Does the remote included with this TV have a universal remote option?

No. It does not. It comes with the standard remote (TM1260C). Read the description. If you want the smart remote (TM1560A) you'll need to buy the 7100 (UN60JU7100) TV, but Best Buy doesn't offer this TV. You'll need to purchase it else where. It's only $100 more and well worth it.
