“Alexa registration did not appear to complete. Amazon Alexa app knows I have an Alexa-enabled soundbar but thinks it is “offline”. Mic is on, but there is no visible or audible response to any Alexa command. Suggestions?”

Try resetting Alexa App maybe, or maybe a software update on the soundbar. Also try turning off the mic on the soundbar, then tell Alexa "play music on the soundbar" to see if Alexa recognizes it.
