The cord comes with it but the vent not. The same place you buy the dryer from should have it, e.g., best buy.

The reason they aren't included is the type of cord and vent duct needed varies depending on your home, and local building codes may also vary. I would suggest contacting your local Best Buy Appliance or Installation team, or calling 888-BEST BUY, for assistance selecting from the available 3 or 4-wire cords and vent kids they have available, as well as for information on having the dryer professionally installed.
