Greetings, No, this dryer model does not come with a power cord. This cord is sold separately because most dryers in the United States require a 120- or 240-volt, 60-Hz AC-approved electrical service. Some require electrical service that is 120- or 208-volt, 60 Hz approved. And yes, this dryer should be connected to a water supply to use the steam cycle. Have a wonderful day. -Kimberly
