“We recently purchased a Samsung Galaxy 7 and Samsung J3. Will this fast charge both devices at the same time? Or, will it only fast charge the 7 considering it doesn't list the J3 in the specs?”

Yes, but you need to make sure that you have the USB cord compatible with your Samsung Phone. My old Samsung S6+ used a USB micro cord, while my Samsung S8+ uses a USB C cord.

Yes it will charge both.

They will both charge in the charger.. But only the s7 supports fast charging

It should fast charge any item that has the Fast Charge capability!
