“Is it normal for the wash arm that’s attached to the second rack to regularly fall off when the rack is pulled open? Also, is it normal for the second rack to have the adjuster for wine glasses etc malfunction and keep popping off so it’s useless?”

Hello Karlee, No, it is not normal for the upper wash arm to regularly come off or for the wine glass adjusters to frequently pop off on your dishwasher. Please refer to your user manual to ensure the upper wash arm and upper nozzle are properly connected (see page 42, "Nozzle").
