“I'm looking for something small and compact like this to practice Excel vba, I can't do it on a tablet; the Android Excel app does not have vbe access, will this be the same thing? I really don't want to buy a big expensive laptop.”

Most likely yes since it uses Android apps. I don't think you'll be able to find Excel on Chrome Store. It is best to invest on a Surface or Mac laptop. Otherwise, this device is great to use and fun in a way.
