I didn't know so I asked Google who told me

if it's the unlocked by Samsung model, it should work. There are a couple of things. You don't want a carrier locked device so be sure you get an unlocked device. Cellular bands are different between some countries.

Yes . All you do is buy the SIM card that works to the country you are visiting. I am using a European card . Hope this is useful information
