• Hello, he should be able to, but you have to check with his service provider. I'm sorry that I am not able to speculate it the language would be 100% Italian. Keep in mind that the warranty would only be good in the US.

• Most likely yes unlocked phones can be used all around the world by just changing the SIM card. The language can be change on the settings menu.
