With the next program you normally only pay the taxes on the phone.

You can pay it all up front at 1 time… or you can pay it on your phone bill on a monthly basis. It all depends on your cell phone Carrier and what Deals are available at the store..... I love my note 9! :)

Yes and no. It all depends on who your carrier is, they're payment methods, and your credit or account standing with said carrier.
