“I am a AT&T user, and I wanna buy a unlocked version. There are two options, the first one is Verizon, the other is Activate Later. Isn't the unlocked mean I can use it whichever my carrier is? Why do I still need to be Verizon User to activate the phone?”

Best buy has an actual unlocked verson that you can just buy out right. However they are all actually unlocked just if you buy a verison verson it will always say verison when you do things like turn it on even if you take it to another carrier however the unlocked verson just says samsung
