Here's the answer to my own question. BB wouldn't publish this before, so trying again. This is the only solution found so far that actually works. Workaround: Go into the phone... settings... apps.... samsung internet... (force stop)... storage... clear data. This was the only way I've discovered that will actually clear data and prevent the back button from recovering all your history.
