Verizon does charge an activation fee each tine you add a phone or upgrade a line. That's a company specific charge, so if your contract is up, you may want to shop around to see f you can get a better deal from Verizon or another provider.

The only exception is if there is a promotional offer specifically waives it. Best Buy does not collect activation payment and turn around to remit the payment to Verizon, they just let Verizon deal with it by including it in your next bill.

I just bought the S4 during cyber week and I too am with verizon and the clerk told me there would be a $35 charge on my next bill.
