AT&T's specials can change and you should check with them, but the Buy One, Get One (BOGO) on AT&T almost always require one of the two lines to be a new line and is subject to monthly installment plans. The reason is to keep you attached to their network; otherwise, people would use the BOGO and resell the phones or go to a prepaid plan.

For that one you buy you can make payments for 30 months or 24 no interest or pay it cash upfront but you get tied for a contract of 24 or 30 months for the line you get for free. All that just for the installments.
