I do not know if the phone CAN be shipped to Mexico. You may want to SHIP it yourself (to Mexico). Yes, this is an International phone as any GSM technology phone can be used all over the globe, including Europe and other countries. GSM stands for Global System for Mobile Communication, and unless you live in Russia, this is probably the technology your phone network (your provider/carrier) uses as this is the standard system for most of the world. GSM networks use TDMA, which stands for Time Division Multiple Access. TDMA works by assigning time slots to multiple conversation streams. SIM cards are one of the key features of GSM networks. Yes, this phone can be used to make and/or receive International calls. It can be used just about anywhere in the world, because of the GSM technology.
