I pay for my plan with my chosen carrier and the monthly charge for my new phone is included in the bill along with the monthly charge for the protection plan that I purchased with the phone. If you buy an unlocked phone you should be able to set it up for monthly payments but you will still need a carrier and plan to use the phone along with a SIM card at some point.
