Wireless carriers (AT&T, Verizon, T-mobile, etc) generally do not offer complimentary cell phone service when you purchase a phone... and the ongoing expense of service for newer smartphones is almost always going to be higher than service for an older "basic" phone. For the Galaxy S9, you would need to either purchase your phone outright - or be approved for a payment plan with your carrier. Sometimes they will offer discounts or promotions that reduce the cost of your phone if you sign up for a 2-year contract, but there is no way to get around monthly service/data charges unless you prepay for a designated period of time. This would result in a large up-front cost and would need to be prepaid again at the end of your term.
