All tax on the full retail price is going to be due at time of purchase, so no that price doesn't include taxes.

For me I paid the tax beforehand and now I'm making the payments. I currently do not pay any interest, but you will have to check, as they may require a down payment based on your credit history.

No interest. Taxes are paid when phone is purchased not spread over 24 months.

You pay the taxes on the 24 month installment plan at the time of purchasing the phone. There is no interest, there usually will be a one-time activation fee on your next bill, which varies depending on the carrier.
