Note has more RAM (3GB) than the Tab (1GB), and has Samsung's "pen" technology capability, but not the Tab. Think of Samsung's Tab as Samsung's basic, "no frills' tablet; and the Note as the more upmarket one that is meant to compete with the IPad.

The Note can include phone (carrier) features, and the Galaxy Tablet 3 is the newest offering by Samsung. Beyond that, there are features on each that should be thoroughly explained by a salesperson.
