• I never tried tab to tab but I have done it for my cellphones. There are multiple apps. You can try Samsung Smart Switch.

• If you have the same amount of storage or more, then absolutely! There are different ways to do it - if you've been backing up to Samsung or Google you can copy over from there or even better connect the 2 devices and use Smartswitch (only if they're both Samsung). I've been using that for phones and tablets. Make sure you've got everything backed up before you do anything though!
