I am a Verizon client. Her Gold watch, as well as my Silver one, are 4G lte and are added to our account. The WEARABLE app does all of the linkage between the phone and the watches and the account. They are standalone "phones" and you don't half to have your phone with you. If your watch is not 4G lte, then it is coupled by wifi or Bluetooth to the phone and you must have your phone with you to receive or make calls on your watch and is not an active phone. I presume the Note8 is compatible.
