• Yes if you purchase the more premium LTE version. The wifi version needs your phone on because it needs your phone in able to make calls or text.

• With the Bluetooth version your phone has to on and within Bluetooth range to make calls and text from the watch

• Yes you are going to be able to make calls and texts messages with your phone turned off as long you have the LTE version of the watch and have an active line for the watch with your carrier.
