• YES. Bluetooth is a different connection from LTE. You won't be able to make calls on your watch.

• You probably already know by now, but yes. The Bluetooth connectivity works regardless, with no problem. I have an AT&T Gear S3 and my phone is a Verizon Edge S7. The Bluetooth connection works fine. I have the phone data plan via a friend's AT&T account and I pay him for the extra charges.
