No, And even people with Samsung Pay enabled phones will only be able to make 5 payments without their phone nearby before they need to reconnect the two. Initial setup probably means you need to initially set it up with a Samsung Galaxy device first before using many of the features of the gear s3 including samsung pay. So you if you're Galaxy device isn't nearby, you can use samsung pay 5 times, but you have to reconnect it again after.
