It can since its USB C but theres no point if your phine doesn't support 45 watt charging. Then its just a charger.

Samsung Chargers are definitely able to regulate ( only charge as much as phone will allow ) so phone's battery is not charged at higher amperage or watts than phone can hndle & battery isn't overcharged if charger is left on after battery is 100% charged...
