“With an iPhone and the required app, will I be able to transfer files to and from the iXpand device? I want to off load pictures from phone and when I get WIFI bring them back to the phone so they can go up to OneDrive. Long backpacking trip.”

Hello, Please be informed that yes, you can transfer the files from iphone to the drive and vice versa. However, if you want to transfer the files to the one drive then it should be in your host device which means iphone.
