You can boot to this, if you format it first. No USB drive is bootable without configuring it first. Its just a blank drive.

For instance on a mac, you can download Mountain Lion, or Lion from the App Store, and have it installed onto the memory stick. Then either go to the System Preferences and select it as a Start Up Drive. OR Boot up the mac while holding down the "option" key. A list of bootable drives will be presented to you on the screen. Use the arrow key to move to the drive you want to boot from, (in this case the USB Memory Stick) and then press "Enter". Your USB stick will then boot.
