Mac and windows do NOT and never have used the same file format. In order to do what you are trying to do you will have to format the usb/eternal HDD to exfat which then can work with both operating systems. Other then that make sure both machines have programs that can open the file (pdf, jpg) etc

There may be a problem if you use an Apple specific application. I use Microsoft Office for Mac at home and Microsoft Office at work and never had any problems working between the two.

Most Windows programs are smart enough to recognize a Mac file if they can automatically convert it. Your best bet is to see if the Mac program can save in a Microsoft-friendly format before transferring. Hard to trouble-shoot without the program and file extension.
