“This TV mount extends 28 inches from wall. Can TV be mounted fully extended and then pushed in so I can have it as close as possible to a ceiling that overhangs 21 inches. I'm having line of site problem currently where I cant see lower 3 inches of set.”

The Tv mount I believe your referring to tilts, swivels and extends out horizontally straight out from it mounting base. I believe some 20+ inches You can at any time pull it out horizontally, push it back tilt it swivel it at any time. Not sure it would extend to 28 “. The adjusting setting are there to reduce slight movements. However doesn’t restrict any future adjustments.
