This mount will not lower tge tv but it does tilt outward or side to side. My tv is an inch and a half from the wall when its in the closed position. I woukd think you should bd avle to pull it partialkyvaway from ghe wall to accomidate civering your outlet while its plugged in. Just might look dodgy because the Tv woukd probaky be 3-4 inches away from the wall. That might vary the sound quality.
