Q1: It depends on what TV you have and where the mounting points are on it. Q2: the TV will need to be removed from the stand to make it higher or lower.

It can also be raised up to 8" from the base to allow room for a sound bar or other accessories. However the TV does need to be removed from the stand to make these height adjustments. Sorry, there was a problem. Please try again later.You can adjust the TV height without removing the TV. But, it is awkward. I recommend 2 people. You have to lift the whole TV and replace in clip holes. I believe the manual states the lowest it can go is 8" above the surface. They left enough room for a sound bar. Which my sound bar fit snugly into the base. I don't know if all sound bars have the same indention. I was kind of surprised and glad my soundbar fits perfectly under the TV.
