Yes. This would be possible as long as what you are mounting to it is completely secured.

Based on my review of the bracket design and it's intended structural support configuration of the mount and how the wall arm is constructed, I do not believe you could get the arm sections tied down/secured enough for them to support the weight of a mid-sized TV. There would be to much moment applied around the hinges form the TV weight. 

IMHO, I would not recommend using this mount this way.

TV once mounted can move in 360 degree rotation as well as well at tilt up and down.
