Yes, “lift lever” is to decrease suction for removal; and increase suction during base placement. In my experience the suction devices attached to the windshield fall off very easily in Texas heat. Even after thoroughly cleaning windshield and suction cup base AND the “adding a bit of moisture to the cup”-trick did not fix the issue. However these products are exceptionally well manufactured; so the suction cup probably works much better than the manufacturer I had. And I’m sure their Customer Service would let you exchange your purchase (but check their timeline and restrictions for exchanges). CALL THEIR CUSTOMER SERVICE AND ASK Hope this helps!
