If I understand you correctly, you have a computer with two hard drives on it (one used as a back up) and want to know if you need an external. Either way, my answer is that can't have enough back ups; internal or external. Myself, I have four internal drives in my PC, plus three or four external. The external I update with files and move them out of the house to another location. Should the house burn down I still a majority of my files safe. If I had to bug out of the house for an emergency and could not take my PC, I could always remove the internal drives and save them. It's always up to the individual to decide how valuable their files and information are to them and how much they want to protect it. There is no right or wrong.
