Yes, this would be powered by the PC or HDD enclosure that it is plugged into.

No, it is meant for internal computer use and so uses a Serial ATA Power Connector (not to be confused with a Serial ATA Data Connector which is the smaller but similar looking connector). The SATA Power plug will be one of the cables of attached to newer model Power Supply Units.
