You'll probably have to readd it to the new console and reenter your account, but you'll still be able to access the games off of it

Sorry, there was a problem. Please try again later.It does not sync to the account per se, but anything you store on it is usable by any account that has a license to play it. So if you bought a game from the digital store and you have it saved on the drive, you can take the drive to anyone’s Xbox one and play them as long as you sign into your account on their Xbox one. As far as on the new console, in theory it will work as long as the new console will accept drives formatted to Xbox one.

I don't recommend hot swapping between consoles, but you can always try... I've had issues transferring from external to external hdd's so I always transfer my games to the internal... shut down completely (including power plug).. change external hdd.. and transfer after bootup...
