• I use the with my mac mini if your pc has bluetooth it should work.But it does not have a dongle so your pc must have it natively

• Yes they do. Bluetooth is universal regardless of the platform it is present on. It works if it's Windows, MacOS, IOS, Android, Linux and so on.
