Yes. I only use water in the steam tank. The mop does come with a separate handle that attaches to the mop head so you can use the same head without any steam. There is a refillable spray bottle that comes with a cleaning solution to use on hard floors with the no steam version of the mop.

Per the users manual use plain water only, distilled water is recommended if you have very hard water. No cleaning solutions should be added.

You can use water only.
The solution is to 'aid the steam process' but I don't believe it's necessary.
I have not used the solution yet and planned to use it with the dry mop for spot cleaning.

There is an included bottle of cleaner to use with the "swiffer" type handle, and that bottle neatly fits in a cradle. I would either buy their replacement bottle or simply just refill the one included with whatever cleaner you prefer. The cleaner does NOT go in the regular steam mop.
