“Is it normal for the magnetron to shut off before the end of a long cycle? For example the timer is set for 5min, 30sec. It runs as expected for 5min 15sec. With about 15 seconds left, the magnetron shuts off but the turntable and light continue.”

Mine does not do that. Have had it for two years and it never has done that.
