A:Answer Progressive scan liquid crystal displays (LED backlit in this case) do not technically reproduce images in frames per second (FPS) in the way a movie projected via film reel would. Progressive scan has a Refresh Rate expressed in Hertz (Hz). This particular model is 60Hz, meaning it can refresh the screen 60 times per second, assuming the source is being delivered at at least that rate (although it does not reproduce the entire image at once as rolling film reel would). Generally speaking in terms of display, it would be undesirable to scale back the refresh rate unless the source data is being delivered faster than the TV/Monitor can display it, so I would find it unlikely that this unit is capable of "slowing down" to 24Hz via internal settings. However, if you could deliver source data at 24 fps to a compatible input format (and have any upscaling options turned off), this TV could easily display images at 24 fps.
