I would assume so, I preordered Persona 5 Strikers and it came with both plastic and steel book case. So I would hope they do it with SMT V as well.

It only comes with the steal book and a plastic cover that slides over it.

I've seen a couple images of early copies and no, it doesn't. Like Persona 5 Royal, there's a plastic cover that goes over the steelbook that has the game in it, and the normal case isn't included.

So usually when there is a bonus steelbook, best buy will show it as a free/additional product. In this case the game lists that it comes with the steelbook in the included items. Leads me to believe that it will either be a pre-built bundle or it will ship already in the steelbook
