• It will function as an alarm. But, without monitoring, you will not be notified of any events.

• The answer is yes you can. If all you want to do is have a system that would sound an alarm if something was triggered like a door sensor, water sensor, etc. This would only trigger the physical alarm and will not trigger a response from the police, fire etc and it will not send you any txt messages or push notifications.
