No they are Noise isolation which helps minimize background sounds. This headset does a good job to doing their job.

The H3 does a very decent job of sealing out your surroundings in my opinion for not being marketed as a NC headset. Yes,you will still barely hear your surroundings during the pauses in music or listening to something super quiet,but you would get similar results from a high end set of cans without active noise canceling as well. If you are looking for complete separation from your surroundings,look for a mid-high end set of ears with decent ANC.
